Description

The Committee on the Rights of the Child issued General Comment on article 19 of the Convention in response to the alarming extent and intensity of violence exerted on children. The General Comment guides States parties in understanding their obligations under article 19 of the CRC to prohibit, prevent and respond to all forms of physical or mental violence, injury or abuse, neglect or negligent treatment, maltreatment or exploitation of children, including sexual abuse, while in the care of parent(s), legal guardian(s) or any other person who has the care of the child, including State actors.

It makes specific reference to children with disabilities throughout, including highlighting their particular vulnerability to violence as well as government obligations to protect them from abuse and promote their rights.
