1995 Witboek drugsbeleid: continuïteit en verandering verklaarde de uitgangspunten van het Nederlandse drugsbeleid: een onderscheid tussen soft- en harddrugs; een evenwichtige en geïntegreerde aanpak; en vier belangrijke doelstellingen. Deze zijn:
(1) om drugsgebruik te voorkomen en te behandelen en rehabiliteren drugsgebruikers;
(2) om schade te beperken voor gebruikers;
(3) om overlast te verminderen door drugsgebruikers; en
(4) voor de bestrijding van de productie en handel in drugs.

1995 white paper Drug policy: continuity and change stated the basic principles of Dutch drug policy: a distinction between soft and hard drugs; a balanced and integrated approach; and four major objectives. These are:
