La prévention et le dépistage des handicapés, les soins, l’éducation, la formation, l’orientation professionnelle, l’emploi, l’accès aux sports spécialisés ou aux loisirs du mineur ou de l’adulte handicapé, constituent une obligation de solidarité nationale.
