Description

La présente loi a pour but:
- de prévenir la consommation non autorisée de stupéfiants et de substances psychotropes, notamment en favorisant l'abstinence;
- de réglementer la mise à disposition de stupéfiants et de substances psychotropes à des fins médicales et scientifiques;
- de protéger les personnes des conséquences médicales et sociales induites par les troubles psychiques et comportementaux liés à l'addiction;
- de préserver la sécurité et l'ordre publics des dangers émanant du commerce et de la consommation de stupéfiants et de substances psychotropes;
- de lutter contre les actes criminels qui sont étroitement liés au commerce et à la consommation de stupéfiants et de substances psychotropes.

La presente legge ha lo scopo di:
- prevenire il consumo non autorizzato di stupefacenti e di sostanze psicotrope,
segnatamente promuovendo l’astinenza;
- disciplinare la messa a disposizione di stupefacenti e di sostanze psicotrope a fini medici e scientifici;
- proteggere le persone dagli effetti nocivi per la salute e sotto il profilo sociale provocati da turbe psichiche e comportamentali legate alla dipendenza;
- preservare l’ordine pubblico e la sicurezza dai pericoli derivanti dagli stupefacenti e dalle sostanze psicotrope;
- lottare contro gli atti criminali che sono in stretta relazione con gli stupefacenti e le sostanze psicotrope.

Dieses Gesetz soll:
- dem unbefugten Konsum von Betäubungsmitteln und psychotropen Stoffen vorbeugen, namentlich durch Förderung der Abstinenz;
- die Verfügbarkeit von Betäubungsmitteln und psychotropen Stoffen zu medizinischen und wissenschaftlichen Zwecken regeln;
- Personen vor den negativen gesundheitlichen und sozialen Folgen suchtbedingter Störungen der Psyche und des Verhaltens schützen;
- die öffentliche Ordnung und Sicherheit vor den Gefahren schützen, die von Betäubungsmitteln und psychotropen Stoffen ausgehen;
