1) Hilfsbedürftigen ist nach den Bestimmungen dieses Gesetzes Sozialhilfe zu gewähren.
2) Die Sozialhilfe hat den Hilfsbedürftigen ein menschenwürdiges Dasein zu ermöglichen.
3) Als hilfsbedürftig gelten Personen, die nicht in der Lage sind:
a) den Lebensunterhalt für sich und die mit ihnen in Familiengemeinschaft lebenden unterhaltsberechtigten Angehörigen zu sichern;
b) aussergewöhnliche Schwierigkeiten in ihren persönlichen, familiären oder sozialen Verhältnissen selbst oder mit Hilfe anderer Personen oder Einrichtungen zu bewältigen.
