ამ კანონის მიზანია:
ა) უზრუნველყოს ფსიქიკური აშლილობის მქონე პირთათვის ფსიქიატრიული დახმარების ხელმისაწვდომობა და უწყვეტობა, აღნიშნულ პირთა უფლებების, თავისუფლებებისა და ღირსების დაცვა; ბ) განსაზღვროს ფსიქიატრიის დარგის მუშაკთა უფლებები და მოვალეობანი.

a) Ensure access to and continuity of psychiatric care for people with mental disorders, as well as protection of their rights, freedoms and dignity;
