Esta Ley tiene por objeto establecer los mecanismos y medidas de control, vigilancia y fiscalización en el territorio nacional, a que serán sometidos los estupefacientes y sustancias psicotrópicas, así como las sustancias químicas, precursoras y esenciales, susceptibles de ser desviadas a la fabricación ilícita de drogas.
