Esta Ley tiene como objetivo combatir y erradicar la producción, oferta, uso indebido y tráfico ilícito de sustancias estupefacientes y psicotrópicas, para proteger a la comunidad de los peligros que dimanan de estas actividades. Para el cumplimiento y aplicación de esta Ley créase, con sede en Quito, el Consejo Nacional de Control de Sustancias Estupefacientes y Psicotrópicas (CONSEP), como persona jurídica autónoma de derecho público, que ejercerá sus atribuciones en todo el territorio nacional.This law aims to combat and eradicate the production, offer, inappropriate use and unlawful traffic of narcotic and psychotropic drugs to protect the community from the danger that emanate from such activities. In order to fulfill and apply this law, it has been created the National Council to Control Narcotic and Psychotropic Drugs, as a legal autonomous body, that will exercise its attributes in the national territory.
