Устанавливает правовые, организационные и экономические принципы оказания психиатрической помощи в Российской Федерации.
Психиатрическая помощь оказывается при добровольном обращении лица или с его согласия, за исключением случаев применения принудительных мер медицинского характера по решению суда в отношении лиц, страдающих психическими расстройствами, совершивших общественно опасные деяния, и других случаев, предусмотренных законом.
Устанавливаются виды психиатрической помощи и социальной поддержки, гарантируемые государством.
Психиатрическую помощь оказывают государственные, негосударственные психиатрические и психоневрологические учреждения и частнопрактикующие врачи-психиатры, имеющие лицензии. Психиатрическая помощь включает в себя психиатрическое освидетельствование, диспансерное наблюдение, лечение в психиатрическом стационаре. Закон поправками 02.07.2013.

Psychiatric care is provided by state, private psychiatric and neuropsychiatric institutions and private psychiatrists with a license. Mental health care includes psychiatric assessment, dispensary observation and treatment in a psychiatric hospital. Law amended on 02.07.2013.
