Ce plan d'action vise à:
- Encourager les institutions à mettre en place un processus afin d'améliorer la qualité par à l'auto-évaluation, l'établissement d'objectifs et de contrôles externes;
- Diffuser les bonnes pratiques, d'éduquer et de former le personnel, tout en contribuant à modifier leur comportement afin d'améliorer la qualité de vie des résidents et en fournissant un soutien psychologique dans des conditions difficiles, ils peuvent être confrontés dans l'exercice de leur profession;
- Renforcer l'inscription dans les établissements d'enseignement et d'assurer des normes élevées de recrutement.
- Continuer à améliorer la qualité de vie des résidents (modernisation et l'humanisation des maisons de retraite et établissements pour handicapés).

This Action Plan aims to:
- Encourage institutions to implement a process in order to improve quality through self-assessment, goal setting and external controls;
- disseminate good practices, educate and train personnel, whilst helping them to change their behavior to improve the quality of life for residents and by providing psychological support in difficult conditions they may experience in exercising their profession;
- strengthen enrollment in educational institutions and ensure high recruitment standards.
