La systématique du plan d’action remanié s’appuie sur le modèle des quatre piliers (prévention, thérapie, réduction des risques et répression) ainsi que sur les tâches transversales (coordination, qualité / formation continue, bases scientifiques et innovation). Les activités de l’Office fédéral de la police (fedpol) sont désormais intégrées dans le plan d’action qui reflète ainsi pour la première fois les mesures des quatre piliers de la politique suisse en matière de drogue.

Die Systematik des überarbeiteten Aktionsplans orientiert sich am Viersäulenmodell (Präven­
tion, Therapie, Schadensminderung und Repression) sowie an den vier Querschnittsaufgaben
Koordination, Weiterbildung & Qualität, Grundlagen und Innovation. Neu werden dabei auch
die Aktivitäten des Bundesamtes für Polizei (fedpol) in den Aktionsplan integriert. Dadurch
bietet der Aktionsplan erstmals eine Gesamtschau der Massnahmen in allen vier Säulen der
Schweizer Drogenpolitik.
