Ulusal Ruh Sağlığı Eylem Planı hazırlanırken Sağlık Bakanlığının 2006 yılında yayınladığı Ulusal Ruh Sağlığı Politika Metni esas alınmıştır. Bu Eylem Planı’nın amacı; merkeze bireylerin ihtiyacını alan ruh sağlığı hizmetlerinin, uygun yöntemle yeterli bir biçimde verilmesini sağlayan bir hizmet ağının kurulmasıdır. Bu amaç doğrultusunda hazırlanan Plan ile ruhsal hastalığı olan kişilerin tedavi ve bakımlarında hasta merkezli yaklaşımın temel alınması, toplum temelli ruh sağlığı hizmet modelinin ülkemizde yerleşmesi hedeflenmiştir.
