Bu Yönetmeliğin amacı; işitme özürlü, dil ve konuşma bozukluğu olan bireylere gerek görüldüğü hallerde tercümanlık yapmak üzere illerde işaret dili bilen personelin yetiştirilmesi, eğitimi, çalıştırılması, yetki ve görevleri ile çalışma usul ve esaslarının belirlenmesidir.
