Ziel des Gesetzes ist es, die Benachteiligung von Menschen mit Behinderung zu beseitigen und zu verhindern sowie die gleichberechtigte Teilhabe von Menschen mit Behinderung am Leben in der Gesellschaft zu gewährleisten und ihnen eine selbstbestimmte Lebensführung zu ermöglichen.
