Aquest Pla d’actuació en prevenció (PAPD) respon a la necessitat d’optimitzar les actuacions i els recursos per prevenir i gestionar els múltiples reptes que plantegen els consums de drogues a la nostra societat. La finalitat del Pla és contribuir a millorar globalment la capacitat de la nostra societat per preveure, anticipar, prevenir, detectar precoçment i disminuir al màxim els riscs i els danys evitables relacionats amb les drogues.
