La finalitat del Pla és contribuir a millorar globalment la capacitat de la nostra societat per preveure, anticipar, prevenir, detectar precoçment i disminuir al màxim els riscs i els danys evitables relacionats amb les drogues.This action plan for prevention of drug abuse responds to the needs of the society, to optimize actions and resources to prevent and manage the multiple challenges posed by the consumption of drugs.
