Das Leitziel dieses Plan ist es, Teilhabe, Selbstbestimmung und ein selbstwirksames Leben aller Menschen in der Mitte unserer Gesellschaft sicherzustellen. Es müssen Rahmenbedingungen schaffen und wirksam umsetzt werden, die eine eigenständige Lebensführung für alle Menschen zu jeder Zeit ermöglichen – und das vor dem Hintergrund begrenzter finanzieller Ressourcen unserer sozialen Sicherungssysteme sowie eines prognostizierten Fachkräftemangels.
