Im Auftrag des Bayerischen Landtags, den Landesaltenplan zu einem „Seniorenpolitischen Konzept Bayern“ weiterzuentwickeln, kommt die durch Demographie und medizinischen Fortschritt vorgegebene Dynamik im Bereich Seniorenpolitik zum Ausdruck. Das vorgelegte seniorenpolitische Konzept ist deshalb mehr als eine bloße Fortschreibung des Vierten Bayerischen Landesplans für Altenhilfe: Es ist fachlich breit angelegt und soll die Vielfalt der Lebenswelten bayerischer Senioren widerspiegeln. Zugleich ist es Ausdruck einer für frühere Generationen unvorstellbar gestiegenen Bedeutung des Alters, verbunden mit vielfältigen neuen Chancen, aber auch mit einem quantitativ und qualitativ völlig neuartigen Bedarf an Hilfe und Versorgung.
Anders als bei herkömmlichen Landesaltenplänen geht es dabei weniger um eine eher statistisch-statische Beschreibung der aktuellen oder kurzfristig-zukünftigen Versorgungssituation, sondern vielmehr um zukunftsfeste, Folgen abschätzende Leitlinien und prozessorientierte Konzepte, da nur auf diese Weise der Dynamik der Entwicklung Rechnung getragen werden kann. Die Schwerpunkte dieses Konzepts sind Lebensgestaltung im Alter, Altern und Pflegebedürftigkeit als auch Gerontologie-, Geriatrie- und Pflegeforschung in Bayern.

This concept aims to reflect the diversity of Bavarian seniors´ lifestyles, at the same time it is an expression of the increased importance of age which is considered as a combination of many new opportunities and a quantitatively and qualitatively new need for support and care. Unlike traditional policies for elderly people, this one is less about a statistically-static description of current care supply situations for ageing people but it rather provides future-oriented guidelines and process-oriented concepts that are able to estimate and handle future consequences.
The focal points of this concept are the living situations in old age, ageing and long-term care as well as gerontology, geriatrics and research on nursing and care in Bavaria.
