이 법은 정신질환의 예방과 정신질환자의 의료 및 사회복귀에 관하여 필요한 사항을 규정함으로써 국민의 정신건강증진에 이바지함을 목적으로 한다. 본 법은 다음과 관련된 사항들을 규정한다: 정신보건시설의 설치, 운영, 및 평가; 정신질환자의 보호 및 치료; 입원치료 퇴원의 청구/심사 등; 정신질환자의 권익보호 및 지원 등.

This Act aims to improve the mental health of the citizens by prescribing requirements for the prevention and treatment of mental illness as well as the reintegration of persons with mental illness into society. This Act establishes rules for installation, administration, and evaluation of mental health facilities; protection and treatment of persons with mental illness; request and review procedures for discharge from inpatient psychiatric care; and protection of the rights and support for persons with mental illness.
