이 규칙은 「정신보건법」 제10조제4항 제39조 및 같은 법 시행규칙 제6조제6항에 따라 정신요양시설 의 설치기준 및 수용인원, 종사자의 수 및 자격, 이용 및 운영 등에 관하여 필요한 사항을 정함으로써 정신요양시설 의 적정한 운영, 요양수준의 향상 및 정신질환자의 권리보호에 이바지함을 목적으로 한다.

This rule prescribes in accordance with articles 10, 29, and 6 of the Mental Health Act (1995): Installation standards and capacity limits, required number and qualifications of employees, and necessary matters for the utilization and administration of mental health care facilities. The rule aims to contribute to the adequate administration of mental health facilities, enhancement of care standards, and protection of the rights of persons with mental illness.
