이 법은 농어촌주민의 보건복지증진을 위한 시책을 강화하고 이에 관한 국가 및 지방자치단체의 책임을 명확히 하며 농어촌에 보건의료 및 사회복지시설을 확충함으로써 농어촌주민의 인간다운 삶을 보장함을 목적으로 한다.

이 법은 또한 농어촌지역에서의 정신보건사업의 우선 실시에 관한 조항을 포함한다 (제16조).
