이번 제4차 계획은 “장애인과 비장애인이 더불어 행복한 사회”를 비전으로 복지·건강, 교육·문화, 경제활동, 사회참여·권익증진 4대 분야, 19개 중점과제, 71개 세부과제로 구성되었다.

The fourth comprehensive plan is based on a vision of “A society in which persons both with or without disabilities are happy.” The plan consists of four major parts, in the areas of welfare and health, education and culture, economic activity, and societal participation and promotion of rights. The four major parts of this plan consist of a total of 19 focus areas and 71 detailed projects.
