이 법은 마약/향정신성의약품/대마 및 원료물질의 취급/관리를 적정하게 함으로써 그 오용 또는 남용으로 인한 보건상의 위해를 방지하여 국민보건 향상에 이바지함을 목적으로 한다.

This Act aims to ensure adequate handling and management of narcotics/psychotropic medicine/marijuana and their raw materials, so as to prevent to harmful effects on health due to the misuse or abuse of such substances. The law thereby aims to contribute to the enhancement of national public health.
