이 법은 아동청소년 대상 성범죄의 처벌과 절차에 관한 특례를 규정하고 피해아동/청소년읠 위한 구제 및 지원절차를 마련하며 아동청소년 대상 성범죄자를 체계적으로 관리함으로써 아동청소년을 성범죄로부터 보호하고 아동청소년이 건강한 사회구성원으로 성장할 수 있도록 함을 목적으로 한다.

The purpose of this Act is to prescribe special cases concerning punishment for committing sex offenses against children or juveniles and the procedures therefor, prepare procedures for reliving and assisting victimized children and juveniles, and systemically manage sex offenders against children or juveniles, thereby protecting them from sexual abuse and assisting them to become sound members of society.
