Oberste Zielsetzung des Seniorenplans ist es, die Lebensqualität aller älteren Menschen bzw. einzelner Gruppen unter ihnen zu wahren bzw. zu verbessern. Dabei bezieht sich Lebensqualität auf objektive Bedingungen der Lebenssituation und auf deren subjektive Bewertung im Sinne von Zufriedenheit und Wohlbefinden. Es soll insbesondere eine Minderung von Ungleichheiten und eine Aktivierung der Menschen erreicht werden.
