El Plan Nacional de la Juventud 2006-2011 esta orientado a desarrollar las capacidades del Estado y de la Sociedad Civil para crear mayores y mejores oportunidades para las y los jovenes. Asimismo, busca institucionalizar las politicas intersectoriales y sectoriales de juventudes en los tres niveles de gobierno: el central como normativo y articulador, el regional como coordinador y promotor y el municipal como ejecutor. Por otro lado, a traves del cumplimiento de las metas y objetivos propuestos en el Plan Nacional de la Juventud 2006-2011 se busca fortalecer y garantizar la participacion de las y los jovenes en el sistema democratico y convertirlos en actores estrategicos del desarrollo nacional.

The National Youth Plan 2006-2011 is aimed at developing the capacities of the state and civil society to create more and better opportunities for youth. It also seeks to institutionalize intersectoral and sectoral youth policies at all three levels of government: the central as normative and coordinator, the regional as coordinator and promoter and the municipal as the executor.
