El documento se organiza en dos grandes partes:
a) En la primera, se realiza una relativamente extensa aproximación a la realidad actual de la tercera edad, considerada tanto desde la perspectiva de la necesidad y de la demanda de servicios y programas como desde la óptica de la oferta realizada por los servicios públicos para dar respuesta a estas necesidades. Fruto de esta aproximación es la delimitación de una serie de problemáticas pendientes de resolución en nuestra Comunidad Autónoma en relación a la tercera edad’.
b) En la segunda, se aborda directamente el cuerpo básico del documento del Plan, constituido por la presentación de los objetivos a desarrollar y por las correspondientes propuestas de actuación para tratar de hacerlos efectivos.
