En la primera parte del documento, se recoge la evaluación de resultados, realizada a lo largo de los años 2006 y 2007, una vez finalizada la vigencia del Plan. En ella se valoran los efectos que ha tenido cada una de las acciones y líneas de intervención y, así, se llega a determinar el grado de consecución de los objetivos del II Plan Joven. Para ello, se han analizado la eficacia, la eficiencia, la cobertura y la utilización de las medidas contempladas en el II Plan Joven.
En la segunda parte, se incluye la evaluación de impacto. En esta evaluación se miden
las variaciones ocurridas en la situación social de la juventud y los cambios de actitudes, de hábitos y de conductas que han producido las acciones y líneas de intervención del II Plan Joven. Para ello, se ha analizado la evolución de una serie de indicadores relacionados con los ámbitos sobre los que inciden las acciones incluidas en las áreas del II Plan Joven, tomando como referencia inicial la situación en el año 2000 ó 2001, antes de implantar el Plan, y como referencia final el año 2007 ó 2008, es decir, dos años después de su finalización.

In the first part of the paper, evaluation results, with data collection conducted over the years 2006 and 2007, once the term of the Plan was completed. It evaluates the effect that each of the actions and lines of intervention has had, in order to determine the degree of achievement of the objectives of the second Youth Plan. To do this, we have analyzed the effectiveness, efficiency, coverage and use of the measures referred to in the second Youth Plan.
The impact assessment is included in the second part. The changes that occurred in the social situation of young people and changing attitudes, habits and behaviors, as a result of the the actions and lines of intervention of the second Youth Plan are measured. To do this, we analyzed the evolution of a number of related areas which affect the actions included in the areas of the second Youth Plan, taking as an initial reference the situation in 2000 or 2001, prior to the implementation of the Plan, as well as indicators from 2007 or 2008, i.e. two years after the completion of the Plan.
