Dalam Undang-undang ini yang dimaksud dengan :
1. Kesejahteraan adalah suatu tata kehidupan dan penghidupan sosial baik material maupun spiritual yang diliputi
oleh rasa keselamatan, kesusilaan, dan ketenteraman lahir batin yang memungkinkan bagi setiap warga negara
untuk mengadakan pemenuhan kebutuhan jasmani, rohani, dan sosial yang sebaik-baiknya bagi diri, keluarga.

bergantung pada bantuan orang lain.
5. Masyarakat adalah perorangan, keluarga, kelompok, dan organisasi sosial dan atau organisasi kemasyarakatan.
6. Keluarga adalah unit terkecil dalam masyarakat yang terdiri dari suami-istri dan anaknya, atau ayah dan anaknya.

7. Perlindungan Sosial adalah upaya Pemerintah dan/atau masyarakat untuk memberikan kemudahan pelayanan

9. Pemeliharaan Taraf Kesejahteraan Sosial adalah upaya perlindungan dan pelayanan yang bersifat terus-menerus
agar lanjut usiadapat rnewujudkan dan menikmati taraf hidup yang wajar.
10. Kesehatan adalah keadaan sejahtera dari badan, jiwa, dan sosial yang memungkinkan setiap orang hidup
produktif secara sosial dan ekonomis.
11. Pemberdayaan adalah setiap upaya meningkatkan kemampuan fisik, mental spiritual. sosial, pengetahuan, dan
keterampilan agar para lanjut usia siap didayagunakan sesuai dengan kemampuan masing-masing.

7. Social Protection is the ability of government and / or communities to provide facilities and services for longevity and to enjoy a reasonable standard of living.
8. Social Assistance is providing relief efforts that are not limited to the potential longevity and improvement in social welfare.
9. Conservation Status of Social Welfare is the best protection and service that is continually offered to older aged persons to realize and enjoy the quality of life they deserve.
10. Health is a state of peace of body, soul, and social life that allows each person to live socially and economically productive.
11. Empowerment is every effort to increase the ability of physical, mental, spiritual, social, intellectual, and practical in order to utilize older persons in accordance with their respective capabilities.
