Il Piano Nazionale Giovani è lo strumento per costruire un intervento trasversale, organico e coerente in materia di politiche giovanili. Esso mira in particolare a:
• Agevolare l’accesso dei giovani al mondo del lavoro

• Stimolare il dialogo interreligioso e interculturale
• Combattere il disagio giovanile
• Stilare il Rapporto annuale sui giovani
Per ogni filone di lavoro individuato dal Piano nazionale Giovani già la Finanziaria per il 2007 ha cominciato a porre solide basi di cui si ritiene doveroso tener conto.

• Facilitating the access of young people to the world of work
• Develop and enhance the skills and training of young people
• Facilitate access to housing for young people
• Countering the digital inequality
• Promoting creativity and promote cultural consumption " meritorious " 5
• Encourage and broaden participation in public life and representation
• Stimulate the interreligious and intercultural dialogue
• Tackling youth problems
• Draw up the annual report on youth
