Le Plan Psychiatrie Santé Mentale pour la Guadeloupe Saint-Barthélemy et Saint-Martin propose
d’apporter des réponses aux constats, problématiques et enjeux constatés pour le domaine à l’échelle du territoire. Il convient à cet effet de poser, dans un premier temps, le cadrage national du Plan Santé Psychiatrie Mentale pour la période 2011-2015 dans ses motifs et dans ses objectifs collectifs (Chapitre I). Dans un deuxième temps, le diagnostic régional tiré du bilan du SROS de 3ème génération et de l’analyse de l’activité permettra de mettre en relief les besoins et problématiques de santé pour la discipline. Il permettra de suggérer les perspectives d’orientations du Plan (Chapitre II). La troisième partie sera consacrée à la formulation proprement dite des propositions d’orientations et axes stratégiques composant le Plan Psychiatrie Santé Mentale (Chapitre III). Les dispositions du présent Plan seront déployées à moyens constants, sauf en ce qui concerne le déploiement régional de plans nationaux accompagnés d’enveloppes dédiées.
