O Plano Nacional de Desenvolvimento (PND) para 2013-2017 é o primeiro plano de médio prazo elaborado no quadro da nova Constituição do País e após a aprovação da Lei do Sistema Nacional de Planeamento.

O presente plano situa-se no meio-percurso da Estratégia Nacional de Desenvolvimento de Longo Prazo, “Angola 2025.” Este plano discute o desempenho socio-económico de Angola (2007-2012), a evolução da economia internacional (2007-2012), o quadro macroeconómico para 2013-2017, os objectivos nacionais de médio e longo prazo, as políticas nacionais de desenvolvimento, os projectos estruturantes prioritários, o financiamento, e o sistema de monitoria e avaliação. “Estabilidade, Crescimento e Emprego” constitui a ideia-força do PND 2013-2017.


The National Development Plan (NDP) for 2013-2017 is the first medium term plan prepared under the new Constitution of the country and after the approval of the National Planning System Law.

The present plan is located in the middle course of the National Strategy for Long-Term Development, "Angola 2025." This plan discusses the socio-economic performance in Angola (2007-2012), the evolution of the international economy (2007-2012), the macroeconomic framework for 2013-2017, medium and long-term national targets, national development policies, priority infrastructure projects, financing, and the monitoring and evaluation system.
