O Decreto cria Instituto Nacional de Reabilitação (INR), órgão do Governo que tem por objectivo ser o instrumento para o desenvolvimento de uma política nacional de reabilitação de pessoas portadoras de deficiência, assente na planificação, e coordenação das acções que concorrem nesse domínio. O Instituto espera que fomentar a cooperação e incentivar a investigação científica, e motivar, sensibilizar e informar a sociedade sobre os problemas, necessidades e tratamento da população deficient, particularmente através de acções dirigidas à opinião pública. O Decreto explica as definições de deficiente e reabilitação também.

The decree establishes the National Rehabilitation Institute (INR), a government organ responsible for the development of a national policy of rehabilitation for people with disabilities. Its duties include planning, and coordinating all projects relating to rehabilitation. The Institute hopes to foster cooperation and encourage scientific research, and motivate, educate and inform society about the problems, needs and treatment of the disabled population, particularly through actions directed at the public.
