Este lei visa estabelecer prestações pecuniárias aos cidadãos com deficiência e incapacitados permanentes para o exercício de qualquer actividade laboral, que não estejam abrangidos por qualquer outro regime de assistência social, nem possuam recursos financeiros próprios, garantindo, assim, a esses cidadãos o exercício dos seus direitos, constitucionalmente, consagrados, no domínio da assistência social.

This law concerns grants made by the government to citizens who are prevented from doing any form of work because of disability or other forms of permanent impairment. Other conditions include that disabled citizens receiving cash assistance through this law should not be beneficiaries of any other social assistance regime or private sources of funding.
