Créase el Programa de Asistencia Primaria de Salud Mental (APSM), que tendrá por función propiciar y coordinar las acciones que se derivan de la aplicación de la presente ley.El Ministerio de Salud es el organismo de aplicación de la misma.Todas las personas tienen derecho a recibir asistencia primaria de salud mental, cuando lo demanden personalmente o a través de terceros, o a ser tributaria de acciones colectivas que la comprendan.
