Créase el Programa de Asistencia Primaria de Salud Mental (APSM), que tendrá por función propiciar y coordinar las acciones que se derivan de la aplicación de la presente ley.El Ministerio de Salud es el organismo de aplicación de la misma.Todas las personas tienen derecho a recibir asistencia primaria de salud mental, cuando lo demanden personalmente o a través de terceros, o a ser tributaria de acciones colectivas que la comprendan. Las instituciones y organizaciones prestadoras de salud públicas y privadas deberán disponer, a partir de la reglamentación de la presente ley, los recursos necesarios para brindar asistencia primaria de salud mental a la población bajo su responsabilidad, garantizando la supervisión y continuidad de las acciones y programas.

There shall be established a program of Primary Care for Mental Health (APSM), which will feature, promote, and coordinate the actions resulting from the implementation of this law. The Ministry of Health is the enforcement agency. All persons have the right to receive primary care mental health, whether it be personally or through third parties, or to be taxed for the collective actions that comprise it. The institutions and organizations providing private and public health should have, from the regulations of this law, the resources necessary to provide primary care for mental health in the population under its responsibility, ensuring continuity and oversight of the actions and programs.
