Esta lei concerne à promoção e protecção dos direitos da pessoa idosa no País, assegurando e defendendo o direito à vida, liberdade, saúde, habitação vestuário, dignidade, personalidade, privacidade, segurança, bem-estar e lazer, propriedade privada e à protecção social, independentemente da cor, raça, sexo, origem, étnica, lugar de nascimento, religião, grau de instrução, posição social, condição física e psicológica.
