Decreto 11-2014 define un conjunto de mecanismos y procedimientos operativos para aplicar de manera efectiva la Ley 763, que establece que las personas con discapacidad, mujeres, niños, niñas, jóvenes, adultos y adultos mayores con discapacidad, tienen derecho a la educación, salud, empleo, cultura, rehabilitación, recreación, seguro social;en realidad están reconocidos todos los derechos para todas las personas con discapacidad. El Capítulo IV regula específicamente los derechos laborales de los discapacitados.

Decree 11- 2014 defines a set of mechanism and operating procedures for the effective implantation of Law 763, which provides that all persons with disabilities - women, children, youth, adults and older persons-are entitled to education, health, employment, culture, rehabilitation, recreation, social insurance and all rights.
