يهدف هذا القانون الي كفالة حقوق صاحب الاحتياجات الخاصة و توفير جميع الخدمات في حدود ما تسمح به قدراته و امكاناته و لا يجوز ان تكون الاحتياجات الخاصة سببا يحول دون تمكن صاحب الاحتياجات الخاصة من الحصول علي تلك الحقوق و الخدمات خصوصا في مجال الرعاية و الخدمات الاجتماعية و الاقتصادية و الصحية و التعليمية و المهنية و الثقافية و الترويحية.

This law aims to ensure the rights of the person with special needs and provide all services within the limits of his abilities and potentials. The person's disability should not be a reason preventing him to access these rights and services especially in the areas of ​​care, community services, economy , health , education, professional , cultural and recreational facilities.
