El Estado Libre Asociado de Puerto Rico reconoce su responsabilidad de proveer, hasta donde sus medios y recursos lo hagan factible, las condiciones adecuadas que promuevan en las personas de edad avanzada el goce de una vida plena y el disfrute de sus derechos naturales humanos y legales. Se declara política pública el garantizar a las personas de edad avanzada: (a) La planificación, prestación y accesibilidad de servicios a éstas en términos geográficos, medios de transportación, así como recursos complementarios y alternos. (b) El acceso a y la utilización óptima de los mejores servicios de salud. (c) Los servicios y los medios que faciliten la permanencia de la persona de edad avanzada con su familia, siempre que sea posible.(d) El respeto a sus derechos individuales, limitando el ejercicio de los mismos sólo cuando sea necesario para su salud y seguridad, y como medida terapéutica certificada por un médico debidamente autorizado.(e) La protección de su salud física o mental y la de su propiedad contra amenazas, hostigamiento, coacción o perturbación por parte de cualquier persona.

The Commonwealth of Puerto Rico recognizes its responsibility to provide and promote conditions that enable older persons the enjoyment of a full life and enjoyment of their human, legal and natural rights. This law ensures for older persons: (a) The planning, provision and accessibility of services in terms of geography, means of transportation, as well as complementary and alternative resources. (b) Access to and optimum use of the best health services. (c) Services that facilitate the presence of older persons within the family, wherever possible. (d) Respect for their individual rights (e) The protection of older person’s physical and mental health and that they are free from any threats, harassment, coercion or disturbances. (f) The effective enjoyment of the rights enshrined in the Charter of Rights of the Constitution of the Commonwealth of Puerto Rico and the laws and regulations that apply to it.
