Con la nueva ley se pretenden cumplir los siguientes objetivos: 1º) Renovar el marco normativo en Castilla-La Mancha de la protección jurídica de la infancia y adolescencia para adaptarla a las necesidades actuales de las familias, al objeto de que estas puedan seguir conservando en la sociedad su función de pilar básico para el desarrollo armonioso y equilibrado del niño o adolescente. 2º) Establecer las medidas efectivas para garantizar el cumplimiento de los derechos y deberes de los menores que residan o se encuentren en Castilla-La Mancha, en consideración a su especial vulnerabilidad dentro de la sociedad y en cumplimiento de la obligación de los poderes públicos de satisfacer sus necesidades específicas para que puedan alcanzar una vida adulta plena. 3º) Definir y delimitar las instituciones de protección de los menores en Castilla-La Mancha a través de las figuras de riesgo, desamparo y, como respuesta a una nueva carencia social, crear el tercer perfil de protección a través de la declaración de los menores con conductas inadaptadas.
