تتبنى الاستراتيجية المفهوم الشامل للصحة حسب ما جاء فى تعريف منظمة الصحة العالمية للـصحة بانهـا ليست خلو من المرض و العاهة فحسب بل هى حالة من الاكتمال التام بدنيا و نفسيا واجتماعيا و روحيا. كما تقوم الاستراتيجية على مرتكزات اساسية تشمل: أ- العدالة فى تقديم الخدمات الصحية والعدالة فى المساهمة المالية بتطبيق اسلوب التكافل الاجتمـاعى بحيث تسهم الفئات الفقيرة بنسبة اقل بكثير عن الفئات الغنية سواء كان ذلك عن طريـق الاسـلوب المباشر او غير المباشر ب- المرجعية العلمية المسنودة بالبرهان فى وضع السياسات والخطط اللآزمة للرعاية والنظم االـصحية وجدولة الاولويات والتأكيد على اتباع النهج التنموى والنهج المعزز للصحة وصولاً لسياسات عامـة صحية وتأكيد سيادة القانون وثقافة التشريع. ج- بناء القدرات للنظام الصحى والحداثة والابتكار واعتمـاد نظـم الجـودة والمعياريـة والمحاسـبية والشفافية. د- التنسيق والتعاون والمشاركة بين القطاعات. ه- تنمية الموارد البشرية وإستقرارها وإستبقاءها . و- التاكيد على الابعاد المختلفة فى تقديم الخدمات الصحية (الاخلاقيـة- الاجتماعيـة- الاقتـصادية- الروحانية- الثقافية)

The purpose of this policy document is to give a framework for health systems and services development during the coming 25 years (2003-2027). It provides a road map for identifying key priority areas and defining the context within which the health system will perform. The strategy will provide a guide for policy makers and service providers to achieve the future vision. In appreciation of the importance of participatory approach in developing the strategy, a national team was formed to coordinate the process. Wide scale consultation was carried out with Ministry of Health directors and programme managers, workers in the health sector, related sectors, community, state ministers of health and general directors. Intensive documents review was also carried out.
