الاهداف الاستراتيجية الرئيسية للخطة:
تبنت هذه الخطة مجموعه واسعة من الاهداف الاستراتيجية لتنمية القطاعات الاقتصادية و الاجتماعية في الاقليم, مستنده في ذلك الى معطيات التحليل الاستراتيجي للواقع الاقتصادي و الاجتماعي للاقليم و ما افرزته عملية تشخيص التحديات الانية و المستقبلية التي من المتوقع ان تواجهها جهود التنمية خلال الاعوام الخمسة القادمة و عموما تتركز اولويات و اهداف الخطة الاستراتيجية بما ياتي:
1- تحقيق الامن الغذائي
2- تحقيق التنمية الاقتصادية و الاجتماعية المستدامة و ذلك من خلال تسريع وتيرة النمو الاقتصادي و الرفاهية الاجتماعية
3- تحقيق التنمية المتوازنة بين مناطق الاقليم تعزيز دورها في التنمية الاقتصادية و الاجتماعية
4- تعزيز التنمية البشرية و توسيع الخيارات المتاحة للمواطنين في اكتساب المعارف و المهارات و الخبرات و تمكينهم من الانتفاع بهذه القدرات المكتسبة و توفير مستوى لائق من الخدمات الصحية
5- رفع المستويات المعيشية و تحسين نوعية الحياة لجميع المواطنين
6- تنويع القاعده الاقتصادية افقيا و راسيا و توسيع الطاقات الاستيعابية و الانتاجية للاقتصاد الوطني و تعزيز قدراته التنافسية و تعظيم العائد من ميزاته
7- التوجه نحو الاقتصاد المبني على المعرفة و تعزيز مقومات مجتمع المعلومات
8- تعزيز دور القطاع الخاص في التنمية الاقتصادية و الاجتماعية و البيئية و توسيع مجالات الاستثمارات الخاصة (المحلية و الدولية) و مجالات الشراكة بين القطاعين الحكومي و الخاص
9- تنمية الموارد الطبيعية و بخاصة الموارد المائية و المحافظة عليها و ترشيد استخدامها و حماية البيئة و تطوير انظمتها في اطار متطلبات التنمية المستدامة
10- مواصلة الاصلاح الاقتصادي و الاجتماعي و المؤسسي و تطوير الانظمة ذات العلاقة و تحسين الاداء و العمل على ترسيخ مبدا الشفافية و المسائلة و دعم مؤسسات المجتمع المدني في تطوير انشطتها الانمائية
11- تطوير قطاع المنشات الصغيرة و المتوسطة لزيادة مساهمة في الناتج المحلي الاجمالي و استحداث الاطر لرعايته و تنظيمه

4. strength human resources and expand the options available to citizens in the acquisition of knowledge, skills and expertise in order to enable them to benefit from these acquired capabilities and provide a dignified standard of living
5. raise living standards and improve the quality of life for all citizens
6. diversify the economic base horizontally and vertically and expand the absorptive capacity and productivity of the national economy and enhance its competitiveness and maximize the return of its features
7. move towards a knowledge-based economy and strength the elements of the information society
8. Strengthen the role of the private sector in economic and social development, environmental, and expand the areas of private investments (domestic and international) and the areas of partnership between the public and private sectors
9. develop natural resources especially water resources, as well as the preservation and rational use and protection of the environment and the development of regulations within the framework of sustainable development requirements
10. pursue economic reform, social and institutional development, and systems and related performance improvement and work to entrench the principle of transparency and accountability and supporting civil society organizations in the development of their development activities
11. support the development of small and medium enterprise sector to increase the contribution to the gross domestic product and the development of frameworks for sponsorship and organisations
