Five priority areas for action have been identified. These priorities position mental health services to be better able to respond to existing and future demandfor care, by building on the strengths of the current system, developing an appropriate mix and level of services and implementing new and innovative approaches to consumer and carer needs.
The priorities are:
• promotion, prevention and early intervention
• improving and integrating the care system
• participation in the community
• coordinating care
