Las presentes pautas tienen por propósito elaborar recomendaciones de organización y funcionamiento para los establecimientos de Salud Mental del ámbito público, privado, y de la seguridad social.
El Modelo Comunitario de Atención implica el trabajo y la conformación de una Red Integrada de Salud Mental con base en la comunidad. “Los efectores conforman una red funcional por la cual transitan los/as usuarios/as según sus necesidades. También los profesionales se desplazan de un efector a otro asegurando la continuidad de la atención”. (OMS, 2009).
Las Pautas deben dar cumplimiento al artículo 27 de la Ley Nacional de Salud Mental N° 26.657, el cual establece la prohibición de crear en todo el territorio nacional “nuevos neuropsiquiátricos o instituciones de internación monovalentes, públicos o privados”, tales como colonias, asilos, comunidades terapéuticas, clínicas psiquiátricas. En caso de los existentes, se deben adaptar a los objetivos y principios de la mencionada ley y a la sustitución paulatina y definitiva de los mismos por una red de servicios con base en la comunidad.
