Ley sobre Drogodependencias y otros Trastornos
Adictivos, aprobada por la Asamblea de Madrid el 27 de junio
de 2002, cuyas características más destacadas son:

• La consideración del drogodependiente como un
enfermo y de la drogodependencia como una enfermedad
más, como paso imprescindible para su normalización sanitaria, con sus lógicas consecuencias jurídicas,
médicas y sociales.
• La priorización de las políticas y actuaciones dirigidas a la
prevención del consumo, especialmente en el ámbito de
los menores de edad.
• El fomento de una cultura de solidaridad y de una conciencia
social del fenómeno de las drogodependencias,
para potenciar el asociacionismo y la constitución de
grupos de autoayuda de afectados y de familiares.
