La présente ordonnance régit l’autorisation et le contrôle des stupéfiants, des substances psychotropes, des précurseurs et des adjuvants chimiques à celui des substances.
Elle régit l’importation, l’exportation, le transit et le commerce de substances soumises à contrôle. Elle assure la disponibilité des substances soumises à contrôle à des fins médicales et pour la recherche.
Elle s’applique également aux personnes et aux entreprises ayant leur siège en Suisse qui font le commerce à l’étranger de substances soumises à contrôle.

Diese Verordnung regelt die Bewilligung und die Kontrolle von Betäubungsmitteln,
psychotropen Stoffen, Vorläuferstoffen und Hilfschemikalien sowie von Rohmaterialien. Sie regelt die Ein-, Aus- und Durchfuhr kontrollierter Substanzen sowie den Handel damit. Sie stellt sicher, dass für medizinische Zwecke und Forschungszwecke genügend kontrollierte Substanzen verfügbar sind.
Sie ist auch auf Personen und Unternehmen mit Sitz in der Schweiz anwendbar,
die mit kontrollierten Substanzen im Ausland handeln.

La presente ordinanza disciplina l’autorizzazione e il controllo di stupefacenti,
sostanze psicotrope, precursori e coadiuvanti chimici.
Disciplina l’importazione, l’esportazione, il transito e il commercio di sostanze
controllate. Assicura la disponibilità di sostanze controllate in quantità sufficienti per
scopi medici e per la ricerca.
Si applica anche alle persone e alle imprese aventi la loro sede in Svizzera che
commerciano all’estero sostanze controllate.

This Ordinance regulates the licensing and control of narcotic drugs, psychotropic substances, precursors and chemical additives to the substances.
It governs the import, export, transit and trade in controlled substances. It ensures the availability of controlled substances for medical purposes and for research.
It also applies to individuals and companies based in Switzerland who trade controlled substances abroad.
