Настоящий Закон направлен на определение правовых и организационных основ предупреждения инвалидности и реабилитации инвалидов в целях предотвращения случаев возникновения инвалидности, улучшения качества жизни инвалидов, их социальной адаптации и интеграции в общество, а также восстановления или компенсации нарушенных или утраченных функций организма и имеющихся ограничений жизнедеятельности инвалидов в соответствии с их интересами и потенциальными возможностями.

This Act aims to define the legal and organizational basis of disability prevention and rehabilitation of the disabled in order to prevent cases of disability, to improve the quality of life of persons with disabilities, their social adaptation and integration into society, as well as to repair or compensate for impaired or lost functions and reduce existing limitations of disabled persons in according to their interests and capabilities.
