Bu Yönerge’nin amacı: ağır ruhsal bozukluğu olan hastalara, toplum temelli ruh sağlığı modeli çerçevesinde psikososyal destek hizmetlerinin verilmesi, takip ve tedavilerinin gerektiğinde evde sağlık hizmetleri uygulamasına entegre bir şekilde yaşadıkları ortamda sunulabilmesi için, Sağlık Bakanlığına ait yataklı sağlık tesislerine bağlı olarak faaliyet göstermek üzere toplum ruh sağlığı merkezlerinin kurulması ve işleyişi, asgarî fizikî şartları ile bulundurulması gereken araç, gereç ve personel standardının ve ilgili personelin görev, yetki ve sorumlulukları ile uygulamanın denetimine ilişkin usul ve esasların belirlenerek hizmetin etkin ve ulaşılabilir bir şekilde sunulmasını sağlamaktır.
