El Plan Autonómico sobre drogodependencias y otras conductas adictivas 2010-2016 se elaboró como un instrumento de política de salud, con un enfoque multisectorial e integrador, y propuso una reorientación de los recursos existentes, estableciendo claramente dos elementos claves: la priorización de la prevención, en el marco de la promoción de la salud, y la adecuación de los recursos asistenciales a los problemas generados por nuevos modelos de consumo y patrones adictivos.
