Decreto 11-2014 define un conjunto de mecanismos y procedimientos operativos para aplicar de manera efectiva la Ley 763, que establece que las personas con discapacidad, mujeres, niños, niñas, jóvenes, adultos y adultos mayores con discapacidad, tienen derecho a la educación, salud, empleo, cultura, rehabilitación, recreación, seguro social;en realidad están reconocidos todos los derechos para todas las personas con discapacidad.
