The drugs problem has reached global dimensions and this document aims at describing the
current situation of the drugs in the fields of coordination, supply reduction, prevention,
treatment, rehabilitation, harm reduction, international cooperation, data collection, research
and evaluation and also presenting our policy against the drugs situation and determining the
necessary strategic objectives for the scientific and rational solution of the problems.

National Drugs Policy and Strategy Document (2013 – 2018); covers the activities of the
ministries, public institutions and organizations referred to in the document regarding supply
reduction, demand reduction, international cooperation, data collection, research, evaluation
and coordination at the national level.

This document has been prepared on the basis of the 58th Article of the Constitution, 9th
Development Plan and 2013 Annual Program.
